Independent probe demanded into Sunanda Pushkar's death

Tharoor, two-time Lok Sabha member from Thiruvananthapuram constituency, said he would react only after the probe gets over.

The demand came after Pushkar's latest post-mortem report, leaked on Thursday, stating "poisoning" to be the cause of her death.

Pushkar, 52, was found dead in mysterious circumstances in her room at a five-star hotel in Delhi on January 17.

C Divakaran, Communist Party of India legislative party leader, said the only way the truth can come out was not an CBI probe but only a team appointed and supervised by the Supreme Court will be able to come out with what had happened.

"Just because Tharoor won the Lok Sabha polls does not absolve him. After all he is the husband and he should take the lead in finding out what really happened to his wife, so are people here," said Divakaran in Thiruvananthapuram.

Echoing Divakaran, Communist Party of India-Marxist state secretary Pinarayi Vijayan said a comprehensive probe was needed to find the truth.

"There is a mystery in this case and the people would like to know the truth and for that it can be done only if there is a comprehensive probe," he said.

In Palakkad, Tharoor said he has no comment to offer in this case as the probe is already on.

"I know what you are going to ask me, I have nothing to say and the only thing I have to say as I have said always said is let the ongoing probe be over. Let them look into all aspects," he told reporters.

"Once the probe is over, I will react," said Tharoor, who is in Palakkad on a personal visit.

Northern Angami II assembly bypoll underway peacefully

Polling is being held in 39 polling stations spread over 30 villages of the constituency.
  
Voters are trickling in to cast their votes with most of them from village areas, now residing in towns and they are expected to reach their respective villages only by afternoon.
  
The by-election is a straight contest between NPF’s Dr Neiphrezo Keditsu and BJP’s Visasolie Lhoungu.
  
Both the candidates are first timers. While 37-year-old Neiphrezo Keditsu is a contractor-turned-politician, 60-year-old BJP candidate Visasolie Lhoungu is a retired bureaucrat.
  
Both NPF and BJP are allies in Democratic Alliance of Nagaland (DAN), but pitted against each other in this bypoll.
  
Altogether 18,834 voters are eligible to exercise their franchise of which 8516 are women.
  
Police said altogether seven companies of security personnel, including four Central Para Military Forces and three companies of Indian Reserve Battalion (IRB-NAP) have been deployed for the bypoll.
  
The 39 polling stations have been categorized into hyper sensitive (critical) – 11, vulnerable (sensitive) – 9 and the rest as normal.
  
The bypoll has become a prestige issue for the ruling NPF as the seat had been continuously held for five terms by three-times Chief Minister Neiphiu Rio from 1989 till May 2014.
  
The bypoll was necessitated following Neiphiu Rio's win in the Lok Sabha election in May this year.
  
Voting will end at 4pm on Wednesday and the counting of votes will be held on October 20.

West Bengal gets its first hybrid solar micro cold storage facility

For the want of a storage solution, most small farmers had to sell their produce at very low prices right after the harvest as cold storages can be afforded only by big farmers and middle-men.
  
It is estimated that more than 30 percent of the agri-horticulture produce are wasted in the absence of facilities to store and preserve them.
  
The hybrid solar micro cold storage is a project being implemented by a city-based company 'Switch ON' with support from GIZ IGEN-RE, under an Indo-German initiative.

The facility will go a long way in solving problems faced by small and marginal farmers in preserving their produce and can store the perishable produce for seven to 10 days with a maximum capacity of nine tonnes using low cost technology.

It is 30 percent less expensive than traditional systems.
  
"This project is first-of-its-kind, that will help build a sustainable and resilient farming community. Upon the success of this pilot project, we will scale up this solution across West Bengal, Odisha and Jharkhand - areas where we are currently operating," Suman Paul, the project coordinator,
said.
  
The farmers will be charged Re one per kg per week while the cost of the solar cold storage is Rs six lakh.
  
The cold storages will be operated by 'ON Farm', a farmer-producer company run and managed by local farmers.
  
'Switch ON' is supporting 'ON Farm' to manage their own supply chain operations eliminating middlemen and thereby increasing their profits.
  
Talking about the build of the solar cold storages, Ekta Jaju of Switch ON said, "These are encapsulated by a structure built with natural material, inspired from Dochala, a two-sided sloped roof prevalent in Bengal in the 1860's – a perfect mix of new technology and natural practices."

Tea Board asked to allow mini and micro tea factories

Chief Minister Tarun Gogoi has requested the Union Ministry of Industry and Commerce to take this step at the earliest as this will lead to improvement in quality of tea.
   
"Quality of made tea will definitely improve as handling of tea leaf will be much less while processing in own factories," Gogoi said.
   
He urged the Centre to ensure that the Tea Board should effectively carry out one of its core functions of financial and technical assistance to the unorganised small growers.
   
The post of Director in the Directorate of Small Tea Growers, however, has not even been created till today which has hampered its function of supporting small tea growers.
   
The Chief Minister called for creation of the post and appointment of a suitable person to it urgently.
   
The Assam government had formulated a Cess Utilisation Policy exclusively for the development and welfare of small tea growers in 2011.
  
North East Tea Association (NETA) also called for the setting up of micro and mini Tea factories by a small tea grower or a group of small tea growers which was already decided at the Tea Board's Board meeting last year.

NETA Chairman Bidyanand Barkakoty pointed out that it was approved that the Micro and Mini Factories will be exempted from registration under the provisions of Tea Marketing Control Order (TMCO) and will be provided subsidy at the rate of 40 per cent of the actual cost of plant and machinery (excluding land cost).
  
Tea Board will need to issue some sort of permission letter to such Mini and Micro factories so that the factories are able to sell their produce through auction centres.
  
Barkakoty pointed out that a NETA member Agnigarh Bioplantations has set-up a mini factory to produce organic orthodox tea and organic green tea.
  
However, due to delay in issuance of requisite permission letter from the Tea Board, the said factory is facing serious difficulty in running its operations.
  
Barkakoty further urged the Tea Board to devise schemes in a manner to suit different sizes of tea estates.
  
"Currently, the same schemes of Tea Board are applicable for a tea garden of 76 bighas and a tea garden of 12,000 bighas," he said.
  
Separate schemes should be prepared for tea estates having an average yield per hectare of 15 quintals and below so that they can become viable units within a specific period of time, he added.
  
Out of the total 81,058 tea growers in Assam, 80,293 were small tea growers (area upto 10.12 hectares) and their production has progressively increased from 26.25 per cent in 2008 to around 30 per cent in 2013.

Seventh kidnapping reported in Mizoram; NLFT, Bru militants abduct 11 people

The kidnappers have also demanded Rs 30 lakh ransom for the release of the 11 abducted manual labourers.
  
Mamit district Superintendent of Police C Lalnunmawia had said that the abductors, suspected to be inside Bangladesh jungles, telephoned the relatives of the hostages at Patharkandi in Karimganj district of Assam that they should pay Rs 30 lakh for the release of the 11 people.
  
Meanwhile, Young Mizo Association (YMA), the apex body of the Mizos today slammed the Border Security Force personnel deployed along the Mizoram-Bangladesh border for "failing to protect" the people in the border areas.
  
Vanlalruata, general secretary of the central committee of the YMA, said that there had been a plethora of abductions for ransom in the area and the BSF personnel were neither able to prevent abductions nor rescue the victims.
  
The YMA also accused the central para-military forces deployed in the state of not being able to prevent illegal influx from the neighbouring countries.
  
The 11 manual labourers were abducted by suspected NLFT and Bru militants combine from a place near Rajiv Nagar village in Mamit district on Friday night.
  
Twelve militants, ten of them armed and wearing camouflages, had abducted a total of 15 people.
  
The abducted persons were manual workers engaged in the construction of RMSA school building at West Phulpui village.
  
Four people belonging to Chakma community were later released by the kidnappers.

Bengal blast: NIA gets custody of three key accused

The explosion in a house in Khagragarh area killed suspected Jamaat militants Shakil Ahmed and Sobhan Mandal and injured Hasan Saheb.

Six people, two of them women, were arrested in the state by the West Bengal Criminal Investigation Department (CID), which was probing the case before the NIA took over.

Three key accused - Rajera Bibi alias Razia, wife of one of the dead militants, Amina Bibi, wife of the injured militant, and Hafez Mollah alias Badrul Alam Molla - were presented before the court, which remanded them in NIA custody till October 22.

Hasan Saheb, who is undergoing treatment at the state-run SSKM Hospital, and two others, who were subsequently arrested for selling SIM cards to the militants, will be presented before the court at a later date.

Following an application by the NIA on Saturday, a Burdwan court which was hearing the case transferred it to a court in Kolkata.

Meanwhile, an NIA team led by Inspector General SK Singh visited the blast site as well a madrasa in Simulia in Burdwan, where the accused were believed to have been radicalized.

The team on Sunday seized several objects, including Jihadi literature, chemicals and other incriminating items, from the madrasa.

Besides the arrest in West Bengal, six youths have been nabbed from Barpeta district in Assam for their alleged involvement in the case.

NIA teams are camping in Burdwan, Kolkata, Nadia and some parts of Assam in connection with the investigation.

A number of key players in the conspiracy have been identified and police as well as intelligence agencies have been alerted to look out for them.

Co-operative banks should join Jan Dhan Yojna: Amit Shah

Shah was in the city on Tuesday to inaugurate RuPay ATM and debit card and first ATM centre of Gujarat State Co-Operative Bank (GSC) at its head office in Naranpura area.  

"When the idea of Jan Dhan Yojna was floated by PM, I learnt from our Finance Minister that 50 per cent families in India never had any bank account. I congratulate our PM for introducing such scheme for the benefit of poorest of poor. Within last 3 months, more than 5 crore bank accounts have been opened under this scheme," he said.
  
"The motto of co-operative movement is to make people self-reliant. I would like to urge GSC and other co-operative banks to join this movement and ensure that every poor, dalit and tribal in the state has his bank account," Shah said.
  
The GSC Bank is the apex bank of 18 co-operative banks in Gujarat having more than 1,200 branches across the state.

While launching the first 'RuPay' ATM and debit card for the bank, Shah said one should not underestimate the capabilities of such banks.
  
Apart from Gujarat, Shah claimed that co-operative movement is still active in many other states, such as Maharashtra, Karnataka and Rajasthan.
  
"I know the strength of co-operative movement. This newly launched RuPay card and ATM is just a beginning. Looking at the sheer size and reach of this sector, I am sure that within next 5 years, debit cards issued by co-operative banks will be highest in India," he said.
  
According to Shah, Modi brought the national banking sector back on its original track of providing service, not just earning profit. He also took a dig at the 'minimum balance' criteria of banks.
  
"In the past, bank authorities shifted their efforts on how to get 'big ticket' accounts, which gave them more profit in minimum paper work. Then came the concept of minimum balance attached to opening of account," he said.
  
"Banks have forgotten that one of their key functions is to provide service. Instead, they shifted their focus on how to become a profit making organisation. I congratulate our PM for introducing 'zero balance' bank account concept under the Jan Dhan Yojna," Shah said.

Raj Thackeray tops online popularity as Chavan, Fadnavis trail

"Raj Thackeray has emerged as the most popular leader online leaving behind Shiv Sena leader Uddhav Thackrey," Google said in a release issued here on Tuesday.
  
As many as 4,119 candidates, including former Maharashtra Chief Minister Prithviraj Chavan, are in the fray for 228 assembly seats in Maharashtra. A total of 8.25 crore voters are expected to cast their votes at 90,403 polling stations.
  
According to a study by Google, search results showed that the MNS chief and his estranged cousin Uddhav Thackeray who heads the Shiv Sena top the list of most searched politicians in Maharashtra.
  
Nationalist Congress Party leader Ajit Pawar and Bharatiya Janata Party's chief in Maharashtra Devendra Fadnavis also led in online searches although they lag behind the Thackerays, the Google study said.
  
Congress leader Prithviraj Chavan and Nationalist Congress Party (NCP) candidate and former Maharashtra Home Minister R R Patil also lag behind the Thackrays in online popularity.
  
Maharashtra witnessed the biggest break-up in political alliances in decades after the BJP severed ties with its 25-year old ally Sena and the NCP ended its 15-year old alliance with the Congress, leading to a four-cornered fight.
  
"Even as all political parties project confidence of their comfortable wins, it will be really interesting to note their performance as the Election Commission declares the results on October 19," the Google press release said.

Four bodies dug out in Saddal hamlet in J&K, 8 yet to be recovered

The rescue teams, armed with heavy machines on Tuesday, recovered four more bodies buried under debris of houses which collapsed in the landslide triggered by heavy rains in Saddal village last month, Deputy Inspector General (DIG) of Police, Udhampur-Reasi range, Gareeb Dass said on Wednesday.

With these recoveries, the total number of bodies pulled out has gone up to 30, including recovery of some parts of two bodies.
  
"Eight bodies are yet to be recovered and work is on to dug them out", DIG said.
  
Armed with heavy machines, including bulldozers and cutters, rescuers have dug up these bodies from 10 to 15 feet deep debris and boulders triggered by massive landslide.
  
38 people were buried in the landslide triggered by heavy rains which buried Saddal village in Panchari block of the district on 7th September. Of these, 12 bodies were recovered on first two days after the landslide.

Madras High Court declines to stay Tiruchi-Karaikudi NH project

A division bench comprising justices Satish K Agnihotri and KK Sasidharan, before which the state government's appeal came up, ordered issue of notice to the National Highways Authority of India (NHAI) on the plea.
     
Earlier, the single judge, who heard the petition filed by NHAI against the government order restraining the Authority from continuing with the work on the project, had stayed it. The government had filed the appeal following this.
   
The project, which would link six national highway stretches in the region, involves construction of a two-lane path with paved shoulders on the Tiruchi-Karaikudi section of NH-210. The 84km stretch includes 25km of the Tiruchi bypass on NH-67.
  
Launched in 2010, the project was to be completed by May 14, 2013.

BJP zeroing in on chief ministerial candidates for Haryana, Maharashtra

According to sources, BJP has shortlisted a few leaders in both states to lead it after the polls, although party leaders say that any final call would be taken by the elected MLAs and its parliamentary board.

In Maharashtra, BJP state unit president Devendra Fadnavis and Leaders of Opposition in Maharashtra Assembly and Legislative Council, respectively, Eknath Khadse and Vinod Tawde, are tipped as being in the race for the chief ministership in case the party wins majority seats.

In Haryana, state unit chief Rambilas Sharma, BJP legislature party leader Anil Vij and its young face, Capt. Abhimanyu, are among those who are said to be the prominent contenders for the top post.

However, BJP leaders are maintaining that no names for chief ministerial candidates have been discussed so far.

"BJP has neither projected anyone nor decided on a particular leader to be the party's CM candidate in Maharashtra. The party has not taken any conscious call on it.

"Since the party was contesting polls in an alliance with Shiv Sena that was broken at the last minute, BJP got barely any time to discuss the issue. The names doing the rounds in the media are (being circulated) by certain vested interests aiming to harm the party's interest," said BJP General Secretary Rajiv Pratap Rudy, the in-charge for party affairs in Maharashtra.

BJP national secretary and co-in-charge of Haryana affairs, Anil Jain, said, "It is the elected MLAs and BJP Parliamentary Board which will take a call on who will be the chief ministerial candidate. No such decision has been taken yet and the names being floated are being done by some vested interests."

Both Rudy and Jain, however, claimed that the party would get a clear majority in Maharashtra and Haryana and form the governments in the two states on its own.

"The campaign has been good and received an encouraging response that could lead to a landslide victory for BJP," Rudy said.

Party leaders in both states, meanwhile, held separate meetings to make last-minute arrangements ahead of the polling on Wednesday.

Rajasthan signs agreement on technical training with Singapore

Raje, who is on a six-day visit Singapore since 11th October, along with a high-level delegation of officials and business leaders from the state, on Tuesday visited the ITE where the agreement was signed in her presence by the state's principal secretary, industries, Veenu Gupta.

The ITE has been entrusted with transforming technical training in Rajasthan starting with ITI, Udaipur, the statement said.

ITE Singapore is the principal provider of career options and technical education and also principal authority in developing national occupational skill certification and standards to enhance Singapore's workforce competitiveness.

"The offer document signed will be followed by an ITE team visiting Udaipur and drawing up the scope of work and other deliverables," said the statement, adding Raje and members of her delegation had detailed interactions with the ITE team on skill development and employability issues in Rajasthan.

The discussions revolved around how to add value to government ITIs' courses including improvement of infrastructure and software. Skill gaps and how to bridge them, re-designing ITI courses, training of trainers, making apprenticeship training more attractive and creation/development of ITIs of global standards were some of the issues deliberated upon.

Raje was shown the extensive training facilities available with ITE.

Dindori district was destroyed at the 376acre crop farm

जिले के समनापुर विकासखंड अंतर्गत ग्राम खाम्ही में करोड़ों की लागत से निर्माणाधीन बांध ने किसानों की करीब 376 एकड़ फसल बर्बाद कर दी है। आलम यह है कि विभाग की लापरवाही का खामियाजा भुगत रहे किसान अब मुआवजे के लिए डिंडौरी से लेकर भोपाल तक का चक्कर काट रहे हैं।

4 करोड़ 56 लाख की लागत से जल संसाधन विभाग द्वारा बनाए जा रहे बांध में शुरू से ही लापरवाही ठेकेदार द्वारा किए जाने का आरोप ग्रामीण लगाते रहे हैं। बांध का निर्माण अब भी अधूरा है, लेकिन मनमानीपूर्वक किए गए जलभराव से जहां एक ओर निर्माणाधीन बांध की गुणवत्ता पर सवाल उठ गए, वहीं किसानों की भी फसल पानी के साथ कापू से पूरी तरह से बर्बाद हो गई। खरमेर नदी में बन रहे बांध ने बनने से पहले ही किसानों की मुसीबत बढ़ा दी है। किसानों की फसल के साथ जमीन भी बर्बाद हो चुकी।

भूमि में कंकड़-पत्थर

किसानों की फसलें तबाह होने व मामला तूल पकड़ने के बाद आनन-फानन में बांध का पानी तो निकाला गया, लेकिन तब तक सैकड़ों किसानों की उम्मीदों पर पूरी तरह से पानी फिर चुका है। फसलें पूरी तरह से चौपट हो चुकी है। भूमि में कंकड़ पत्थर के साथ मिट्टी का जमावड़ा भी हो चुका है। किसानों के बने बनाए खेत बर्बाद हो चुके हैं। ग्रामीणों की माने तो बांध से जल निकासी की व्यवस्था करने में विभाग व ठेकेदार के जिम्मेदारों द्वारा बरती गई लापरवाही से जल भराव ऐसे हुआ कि 149 किसानों की लगभग 376 एकड़ की वह फसल बर्बाद हो गई जो डूब क्षेत्र में आती ही नहीं थी। विभागीय अधिकारी भी मामले को लेकर एक दूसरे पर ही दोषारोपण करते नजर आ रहे हैं। बारिश शुरू होते ही शहपुरा क्षेत्र चंदवाही व घुंडीसरई में भी करोड़ों के दो बांध बहने से सैकड़ों किसानों की फसल तबाह हुई है। उसके सर्वे में भी लापरवाही करने का आरोप कृषकों ने लगाए हैं।

रोजी-रोटी का संकट

फसलें तबाह होने के बाद अब किसानों के सामने रोजी-रोटी का संकट बढ़ गया है। खेती पर आश्रित किसानों की लहलहाती फसल लापरवाही की भेंट चढ़ गई है। खानापूर्ति के लिए सर्वे तो किया जा रहा है, उसमें भी लापरवाही हो रही है। फसलें तबाह होने के बाद जो मुआवजा निर्धारित किया जा रहा है, उससे क्षतिपूर्ति भी पूरा होना संभव नहीं लग रहा है। किसान परसराम, दीप सिंह, रिखीराम, मंगल सिंह, शंभूलाल ने बताया कि दर्जनों किसानों ने कर्ज लेकर फसलों की बोवनी की थी।

मुख्यमंत्री तक शिकायत

विभाग व ठेकेदार की लापरवाही से तबाह हुई फसल के बाद खाम्ही, मोहगांव, उमरिया, छपतरा, केवलारी, बम्हनी के किसान पूरा मुआवजा न मिलता देख अपनी पीड़ा लेकर मुख्यमंत्री तक से शिकायत करने पहुंच चुके हैं। कृषकों का आरोप है कि विभाग द्वारा जल भराव होने की कोई सूचना उन्हे नहीं दी गई और न ही उनकी भूमि का भूअर्जन किया गया है। बताया गया कि ग्रामीणों को अंधेरे में रखकर बांध का निर्माण किया जा रहा है। जल भराव होने से सोयाबीन, धान, उड़द के साथ सब्जियों की फसल भी बर्बाद हो गई है। विभाग इस बांध के बन जाने के बाद दो गांव के 790 हेक्टेयर क्षेत्रफल की भूमि को सिंचित करने का दावा कर रहा है।

इनका कहना है

मैं जांच करने स्वयं गई थी। किसानों की फसलें तो तबाह हुई है। 70-80 किसानों की फसलें पूरी तरह से प्रभावित हुई हैं। प्रभावित फसलों का सर्वे किया जा रहा है। प्रभावित किसानों को मुआवजा दिया जाएगा। बांध के निर्माण से जितना भू-भाग डूबना चाहिए था, उससे कहीं अधिक भू-भाग डूब गया था। इससे फसलें प्रभावित हुई हैं। लापरवाही किसकी है इसकी भी जांच की जाएगी। अब जो भू-भाग डूब क्षेत्र में और आ रहा है उसका भी सर्वे कर मुआवजा वितरण के निर्देश विभाग को दिए गए हैं।

मैंने कुछ दिन पहले ही समनापुर क्षेत्र का प्रभार संभाला है। बांध के बारे में पूरी जानकारी नहीं है। बांध का निर्माण जबलपुर के ठेकेदार नितिन बरसैया द्वारा किया जा रहा है। जो फसल प्रभावित हुई है उसका सर्वे कार्य किया जा रहा है। लापरवाही किसकी है मैं इसमें कुछ नहीं कह सकता।

बांध का निर्माण विगत लगभग दो-तीन वर्षो से चल रहा है। बांध की लागत 4 करोड़ 56 लाख है। लगभग 80 प्रतिशत काम हो चुका है। जबलपुर के ठेकेदार द्वारा इसका निर्माण कराया गया है। बांध निर्माण के समय जो सर्वे हुआ था उसमें ही लापरवाही की गई थी। उसी का खामियाजा अब भुगतना पड़ रहा है।

NGT asked why are most instate cng rates

नेशनल ग्रीन ट्रिब्यूनल ने राज्य शासन को नोटिस जारी कर पूछा है कि प्रदेश में दूसरे राज्यों की अपेक्षा सीएनजी के दाम सर्वाधिक क्यों हैं। इसके साथ ही यह भी पूछा है कि प्रदेश के ही अलग अलग शहरों और एक ही शहर के अलग-अलग वितरण केंद्रों पर सीएनजी गैस के दामों में अंतर क्यों हैं।

सीएनजी वितरण पर राज्य सरकार की ओर से कितना टैक्स लिया जा रहा है। इन सभी सवालों के जवाब के लिए एनजीटी ने प्रदेश के परिवहन सचिव प्रमोद अग्रवाल को 16 सितंबर को व्यक्तिगत रूप से एनजीटी के सामने उपस्थित होने का आदेश दिया है।

एनजीटी ने जून माह में इस संबंध में परिवहन विभाग से स्पष्टीकरण मांगा था लेकिन परिवहन विभाग अब तक गैस के दामों में अंतर का कारण नहीं बता पाया है। जस्टिस दलीप सिंह और एक्सपर्ट पीएस राव की पीठ ने सेंटर फॉर एन्वायर्नमेंट प्रोटेक्शन रिसर्च एंड डेवलपमेंट (सीएनपीआरडी) की याचिका पर सुनवाई करते हुए यह आदेश दिया है।

प्रदेश में कब लागू होगा बीएस-4 पेट्रोल?

एनजीटी ने प्रदेश के सर्वाधिक प्रदूषण वाले शहर इंदौर और ग्वालियर को लेकर चिंता जाहिर की है। एनजीटी ने राज्य शासन से पूछा है कि इंदौर समेत प्रदेश के अन्य प्रदूषित शहरों में पब्लिक ट्रांसपोर्ट वाहनों का संचालन बीएस-4 पेट्रोल से करने की नीति को कब लागू किया जाएगा। गौरतलब है कि इस एन्वायर्नमेंट फ्रेंडली भारत स्टेज-4 नाम के पेट्रोल और डीजल को वर्ष 2010 में दिल्ली में लांच किया गया था। भारी ट्रैफिक एवं वायु प्रदूषण से ग्रस्त देश के अधिकांश शहरों में इस बीएस-4 पेट्रोल के इस्तेमाल की नीति को लागू किया जा चुका है। लेकिन मध्यप्रदेश में अब तक इस दिशा में कोई कदम नहीं उठाया गया है।

Father says soul of my daughter want justice

साठ दिन पहले चार युवकों की दरिंदगी का शिकार हुई डिंडौरी जिले की आदिवासी युवती के मामले में पुलिस अभी तक पूरी घटना का खुलासा नहीं कर पाई है। पुलिस की जांच का दायरा रेलवे स्टेशन तक सिमट कर रह गया है। युवती स्टेशन से उरैया कैसे पहुंची? उसके साथ ऐसा क्या हुआ कि वह नग्न अवस्था में आत्महत्या के लिए मजबूर हो गई? इन सवालों के जवाब न तो पुलिस के पास हैं और न ही पुलिस को इससे जुड़ा कोई सुराग मिला है। जबकि युवती के पिता को उम्मीद है कि कभी न कभी घटना का खुसाला होगा और आरोपियों को इसकी सजा मिलेगा। तभी उनकी बेटी की रुह को शांति मिलेगी।

होनी चाहिए सीबीआई जांच

युवती के पिता ने फोन पर बात करते हुए बताया कि वह इस उम्मीद में जी रहे हैं कि उनकी बेटी के साथ दरिंदगी करने वालों को सजा जरूर मिलेगी। उन्होंने कहा कि उनकी बेटी की रुह इंसाफ मांग रही है। पुलिस की जांच किसी नतीजे पर पहुंचती नहीं दिखती इसलिए इसकी सीबीआई जांच होनी चाहिए। उन्होंने कहा है कि अगर केस की सीबीआई जांच कराई जाए तो आरोपी जल्दी गिरफ्त में होंगे।

चल रही है जांच

चार आरोपियों की गिरफ्तारी के बाद आगे की गुत्थी सुलझाने के लिए हर संभव प्रयास किया गया हैं। लेकिन स्टेशन से युवती उरैया कैसे पहुंची, कौन ले गया, वहां क्या हुआ? इसमें पुलिस को कुछ ज्यादा सफलता नहीं मिली है। हालाकि अभी मामले की जांच चल रही है। मेरा बुधवार को ही प्रमोशन के बाद स्थानांतरण हो गया है। आगे की जांच खुरई एसडीओपी के निर्देशन में होगी।

क्या है मामला.....

गौरतलब है कि 30 जून को वन ग्राम तरच जिला डिंडौरी निवासी एक आदिवासी युवती ने नग्न अवस्था में हींगटी रोड स्थित बिजली के टावर से कूंद कर आत्महत्या कर ली थी। इस मामले की जांच कर पुलिस ने चार युवकों को गिरफ्तार किया था। इनमें इंदौर निवासी विशाल उर्फ भीम सूर्यवंशी पिता तुलसीराम 20 वर्ष, सुशील पिता दशरथ घोषी 20 वर्ष तथा शेखर पिता श्यामलाल मीणा 23 साल ने स्वीकार किया था कि उन्होंने युवती के साथ इंदौर में दो दिन दुष्कर्म किया।

इसके अलावा विदिशा निवासी प्रवेश रैकवार ने भी माना था कि उसने युवती के साथ 29 जून की रात रेलवे स्टेशन के पास युवती से दुष्कर्म कर युवती को उसके हाल पर छोड़ दिया था। इसके बात युवती रात दो बजे के बाद स्टेशन से करीब तीन किलो मीटर दूर उरैया क्षेत्र में कैसे पहुंची? उसे वहां कौन ले गया? उसके साथ क्या हुआ?

युवती ने नग्न अवस्था में आत्महत्या क्यों की? इसकी जानकारी किसी के पास नहीं है। पुलिस लगभग दो माह से इसका पता लगाने में लगी हुई है, लेकिन अभी तक कोई सुराग नहीं मिला है। पुलिस को युवती का मोबाइल भी भोपाल स्टेशन पर मिला है। जिसकी कॉल डिटेल से भी पुलिस कोई ऐसा सुबूत नहीं मिला है, जिससे पुलिस पूरे घटना क्रम का खुसाला कर सके।

Jewelery raids of five million cash seized

टोल नाके, रोड निर्माण एवं इन्फ्रास्ट्रक्चर से संबद्ध ठेकेदार समूह के ठिकानों से छापे के दौरान आयकर विभाग ने करीब 5 करोड़ रुपए मूल्य के आभूषण और नकदी जब्त कर लिए हैं। विभिन्न बैंकों में मिले 3 दर्जन लॉकर्स में नकदी और बेशकीमती जेवर होने की संभावना है। छापे की कार्रवाई तीसरे दिन भी जारी रही।

गणेश चतुर्थी के बावजूद आयकर विभाग के अफसर दस ठिकानों पर रात तक छानबीन में जुटे थे। छापे की चपेट में आए पॉथ एवं बीआरजी ग्रुप सहित संबद्ध ठिकानों पर छानबीन के दौरान विभाग को बड़ी संख्या में दस्तावेज बरामद हुए हैं।

जिन डायरियों और दस्तावेजों में करोड़ों रुपए का हिसाब-किताब दर्ज है उनके बारे में पूछताछ चल रही है। शुक्रवार रात तक दोनों ग्रुप से जुड़े 10 ठिकानों पर जांच चलती रही, यहां शनिवार तक छानबीन पूरी होने की संभावना है। सात परिसरों में सर्वे की कार्रवाई पूरी हो चुकी है। अग्रवाल और गोयल परिवार से जुड़े घर व दफ्तरों से बड़ी संख्या में दस्तावेज बरामद हुए हैं।

बेशकीमती आभूषण जब्त

जांच के दौरान मिली बेहिसाबी नकदी और बेशकीमती हीरा-जवाहरात के जेवरों का विभाग ने मूल्यांकन करा लिया है। समुचित हिसाब न दे पाने के कारण विभाग ने करीब 5 करोड़ रुपए मूल्य के जेवर व नकदी जब्त कर लिए हैं। इस संपत्ति के बारे में वह ठोस हिसाब नहीं दे पाए। आयकर अफसर अब अग्रवाल एवं गोयल परिवार के संचालकों से पूछताछ कर उनके बयान दर्ज कर रहे हैं। 3 दर्जन बैंक लॉकरों में भी नकदी और जेवर मिलने की संभावना जताई गई है।

कालेधन के निवेश की तलाश

आयकर विभाग के अफसर अब बरामद दस्तावेजों में कालेधन के निवेश संबंधी सुराग ढूंढने में लगे हैं। लेपटॉप, कम्प्यूटर एवं डायरियों को बारीकी से देखा जा रहा है, उनमें लिखे हर कोडवर्ड को विशेषज्ञों की सहायता से 'डिकोड" कराने की कार्रवाई चल रही है। दोनों समूहों से जुड़े अन्य लोगों के साथ हुए लेनदेन की सूची भी बनाई गई है।

Oriental college student ragging rod kicked in the head

राजधानी के ओरिएंटल इंजीनियरिंग कॉलेज में एक जूनियर छात्र को सीनियर छात्रों ने पहले तो जबरन सिगरेट पिलाई, फिर उसे पेंसिल शार्पनर की ब्लेड से गोद दिया। बाद में सीनियर्स ने जूनियर के सिर पर रॉड भी मारी। जूनियर छात्र ने मामले की शिकायत कॉलेज प्रबंधन से की है। पीड़ित छात्र का कहना है कि उसे कॉलेज आते हुए दो ही दिन हुए हैं, इसलिए वह किसी भी छात्र को नहीं पहचानता है।

भिंड निवासी रोहित शर्मा ने इस साल ओरिएंटल कॉलेज में ऑटोमोबाइल ब्रांच के फर्स्ट सेमेस्टर में एडमिशन लिया है। रोहित के मुताबिक उसने 25 अगस्त से कॉलेज आना शुरू किया था। 27 अगस्त को वह लंच टाइम में कॉलेज की कैंटीन में गया था। इसी दौरान दो छात्र उसे सेकंड फ्लोर पर स्थित एक कमरे में लेकर गए। उस कमरे में करीब दो दर्जन सीनियर छात्र पहले से मौजूद थे। सीनियर छात्रों ने राहुल से पहले तो उसका नाम पूछा। फिर गाना सुनाने को कहा।

गाना सुनने के बाद सीनियर छात्रों ने रोहित को सिगरेट पीने के लिए दी। रोहित के मुताबिक उसके मना करने के बाद भी सीनियर छात्रों ने उसे जबरन सिगरेट पिलाई। इसके बाद सीनियर छात्र उससे स्र्पए की मांग करने लगे। साथ ही उसकी तलाशी भी ली, लेकिन जब पर्स उसके पास नहीं मिला तो उसे मारना शुरू कर दिया। फिर एक सीनियर छात्र ने उसे शार्पनर की ब्लेड से हाथ पर गोदना शुरू कर दिया।

इसी दौरान एक अन्य छात्र ने छोटी रॉड निकालकर उसके सिर पर दो वार किए। इससे उसके सिर पर चोट भी आई है। रोहित के मुताबिक 27 अगस्त की रात को ही वह ग्वालियर अपने पिता दशरथ शर्मा के पास पहुंचा। गुस्र्वार को पिता पुत्र ग्वालियर के थाटीपुर थाने में शिकायत दर्ज कराने पहुंचे। वहां के थाना प्रभारी ने ओरिएंटल कॉलेज प्रबंधन को मामले की सूचना दी और पिता-पुत्र को भोपाल में मामला दर्ज कराने की सलाह दी। इस पर दोनों शुक्रवार को भोपाल पहुंचे।

घटना से पहले भी की थी शिकायत

रोहित के मुताबिक उसके साथ 26 अगस्त को भी परिचय के नाम पर कुछ सीनियर छात्रों ने अभद्र व्यवहार किया था। उसने इसकी शिकायत एक महिला प्रोफेसर को भी की थी। लेकिन महिला प्रोफेसर ने इसे सामान्य बताते हुए रोहित को ही परिचय देने के लिए तैयार रहने को कहा था।

नहीं पहचान पा रहा छात्र

कॉलेज प्रबंधन की ओर से छात्र को आरजपीवी के डाटा बेस से संदिग्ध छात्रों के फोटो दिखाए गए हैं। लेकिन पीड़ित छात्र आरोपियों को नहीं पहचान पा रहा है। दोषी छात्रों के नाम सामने आने पर कॉलेज प्रबंधन कड़ी कार्रवाई करेगा।

अंतागढ़ विधानसभा उपचुनाव में कांग्रेस प्रत्याशी मंतूराम पवार द्वारा शुक्रवार को नाम वापस लेने से अंचल के कांग्रेसियों का गुस्सा भड़क गया। उन्होंने क्षेत्र में मंतूराम के लगे पोस्टरों को फाड़कर आग के हवाले कर दिया। वहीं मंतूराम के गृहग्राम में उनके निवास पर सुरक्षा को लेकर पुलिस तैनात कर दी गई है। इस दौरान कांग्रेसी उनके खिलाफ नारेबाजी करते रहे। वहीं दूसरी ओर पखांजूर, बांदे, परलकोट क्षेत्र में भाजपाइयों द्वारा इस खबर के मिलते ही खूब आतिशबाजी कर खुशियां मनाई जाती रही।

कांग्रेस प्रत्याशी मंतूराम पवार के नाम वापस लेने के समाचार को सुन ब्लाक कांग्रेस कमेटी के कार्यकर्ताओं ने कार्यालय का शटर गिराकर वीर नारायण सिंह चौक के समक्ष मंतूराम के बैनर पोस्टर को आग के हवाले कर दिया। उन्होंने मंतूराम के इस कृत्य की घोर निंदा की। यही नहीं कार्यकर्ताओं को जब ये पता चला कि मंतूराम भाजपा में प्रवेश लेने की मूड में हैं, तो उनका गुस्सा आसमान पर जा पहुंचा। उन्होंने मंतूराम के खिलाफ नारेबाजी शुरू कर दी। कांग्रेसियों ने आरोप लगाया कि मंतूराम को भाजपाइयों ने खरीद लिया था। बावजूद इसके उन्होंने चुनाव लड़ने का ढोंग कर कांकेर की तरफ से नामांकन दाखिल किया। मंतूराम के खिलाफ नाराजगी न केवल अंतागढ़ के कांगे्रस कार्यकर्ताओं में है बल्कि कोयलीबेड़ा आमाबेड़ा, ताड़ोकी एवं कांग्रेस का गढ़ माने जाने वाले अंतागढ़ विधानसभा के कोलर व पोड़गांव क्षेत्र में भी बखूबी देखा जा रहा है।

भाजपाई जश्न में डूबे

वहीं दूसरी ओर क्षेत्र के भाजपाई अब अपनी जीत सुनिश्चित मान रहे हैं। वे भाजपा प्रत्याशी भोजराज नाग के साथ नयापारा के भाजपा कार्यालय में जीत का अभी से जश्न मना रहे हैं। इधर जो कांग्रेस के समर्थक हैं वो असमंजस की स्थिति में हैं कि आखिर इस विधानसभा क्षेत्र से कांग्रेस के प्रभावशाली नेता मंतूराम पवार इस तरह का कदम उठाने क्यों मजबूर हुए।

हिंदू मंदिरों में स्थापित साईं की मूर्तियां तोड़ना हमारा उद्देश्य नहीं है। साईं के नाम पर फैलाए जा रहे अंधविश्वास और व्यापार को रोकना चाहिए। छत्तीसगढ़ के गृहमंत्री का बयान अफवाहों पर आधारित है, उन्हें तत्काल धर्मसंसद से माफी मांगनी चाहिए। नईदुनिया से खास मुलाकात में ज्योतिष व द्वारका शारदापीठ के शंकराचार्य स्वामी स्वरूपानंद सरस्वती ने साईं विवाद पर खुलकर अपना पक्ष रखा। प्रस्तुत है उनसे हुई बातचीत के प्रमुख अंश-

-कवर्धा में आयोजित धर्मसंसद में साईं भक्त ने अपनी बात रखी तो उससे मारपीट क्यों की गई।

किसी से कोई मारपीट नहीं की गई। साईं भक्त को साईं भगवान हैं या नहीं इस मुद्दे पर बात रखने की अनुमति मिली थी, लेकिन वे मुद्दे से भटककर गोहत्या के मामले में संत समाज को चुनौती देने लगे। संतों ने उनकी चुनौती स्वीकार भी की। देश में मोदी के नेतृत्व में मजबूत सरकार है। हमें भरोसा है कि गोहत्या रोकने सरकार कड़े कदम उठाएगी, इसके लिए आंदोलन की जरूरत नहीं पड़ेगी।

-तो क्या धर्म के मामले में लोगों की आस्था पर आप अपनी इच्छा थोपेंगे।

ऐसा नहीं है। शंकराचार्य होने के नाते वेदशास्त्रों की सही बातों को लोगों तक पहुंचाना मेरा धर्म और कर्म दोनों है। दुनिया का ठेकेदार तो ईश्वर है। मैं ईश्वर का पता जानता हूं। ईश्वर ही कर्मों के अनुसार फल दते हैं, दूसरा कोई इतना सक्षम नहीं कि कर्मों का फल दे सके।

-धर्म आखिर है क्या।

धर्म एक परोक्ष विषय है जिसे प्रत्यक्ष रूप में नहीं समझा जा सकता। शास्त्रों से ही पता चल सकता है कि पाप-पुण्य, स्वर्ग-नरक क्या हैं। सामान्य व्यक्ति न तो वेद पढ़कर समझ सकते हैं न उसकी व्याख्या कर सकते हैं। उसके लिए आचार्य होना जरूरी है।

-आस्था व भक्ति क्या है।

आस्था व भक्ति अजर-अमर हैं। पार्थिव शरीर की आस्था नहीं की जाती। जीवित व्यक्ति का चरित्र देखा जा सकता है। जबकि मृतक की वाणी व चरित्र दोनों देखी जाती है तब आस्था व भक्ति उमड़ती है।

-धर्मसंसद में ऐसे निर्णय क्यों लिए गए जिन्हें असंसदीय कहा जा रहा है।

धर्मसंसद में कुल 6 प्रस्ताव पारित किए गए व यहां ऐसा कोई निर्णय नहीं हुआ जो संविधान के विरूद्घ हो। कुछ लोग धर्म संसद के मामले में अफवाह फैला रहे हैं। राज्य के गृहमंत्री का बयान भी अफवाहों पर आधारित है। वह अपना बयान वापस लें व धर्मसंसद से माफी मांगें।

-सनातन धर्म को मानने वालों के लिए धर्मसंसद के निर्णयों का क्या महत्व है।

धर्मसंसद में साधु-संतों तथा चारों पीठों के शंकराचार्यों की उपस्थिति में निर्णय लिए गए हैं। ये सनातन धर्मियों के लिए अंतिम निर्णय हैं। इसमें किंतु-परंतु का स्थान नहीं है। प्रजातंत्र में प्रजा ही राजा है। साधु संत धर्म का उपदेश दे चुके हैं। अब जनता को उसका पालन करना है।

-जन्मभूमि पर राम मंदिर नहीं बना तो क्या होगा।

भगवान श्रीराम की जन्मभूमि पर राम मंदिर बनकर रहेगा। परमात्मा के रूप में भगवान राम सनातन धर्मियों के आस्था के प्रतीक हैं।

-कुछ राजनेता आपका विरोध करते हैं। क्यों।

नेता धर्म और आचार्यों को अपने राजनीतिक फायदे के लिए इस्तेमाल करना चाहते हैं। लेकिन हम धर्म पर चलते हैं और किसी को अपना इस्तेमाल करने नहीं देते। इसीलिए विरोध होता है।

-साईं भक्त भी सम्मेलन करने वाले हैं, आप क्या कहेंगे।

धर्मससंद में साईं ट्रस्ट को आमंत्रित किया गया था। वे नहीं आए। ट्रस्ट के लोग स्पष्ट करें क्यों नहीं आए। साईं सम्मेलन में इतना विलंब क्यों कर रहे हैं।

New international hockey stadium international hockey stadium inaugurated at raipur

खेल के क्षेत्र में लगातार उपलब्धियों को छू रहे छत्तीसगढ़ के नाम शुक्रवार को एक और उपलब्धि जुड़ गई। अंतरराष्ट्रीय क्रिकेट स्टेडियम के बाद अब रायपुर को हॉकी का अंतरराष्ट्रीय ग्राउंड भी मिल गया। हॉकी के जादूगर मेजर ध्यानचंद के जन्मदिन पर ब्लू टर्फ वाले इस ग्राउंड का लोकार्पण हुआ। यह छत्तीसगढ़ का दूसरा अंतरराष्ट्रीय हॉकी स्टेडियम है।

लोकार्पण समारोह के मौके पर इंडिया ए और इंडिया बी टीम के बीच एक प्रदर्शनी मैच खेला गया। ज्यादातर सीनियर खिलाड़ियों से भरी सरदार की कप्तानी वाली इंडिया ए ने इंडिया बी को 4-1 से हराया। लेकिन जूनियर खिलाड़ियों से सजी टीम इंडिया बी ने भी अपने खेल से प्रभावित किया। मैच में ग्लास्गो में हुए कॉमनवेल्थ गेम्स में रजत पदक जीतने वाली टीम के 13 खिलाड़ी भी मौजूद थे।

मैच देखने के लिए बड़ी संख्या में स्कूली बच्चे पहुंचे थे। शहर के लोगों के साथ जनप्रतिनिधियों ने भी इस मैच का लुत्फ उठाया। हॉकी स्टेडियम के लोकार्पण कार्यक्रम में मेजर ध्यानचंद के बेटे अशोक ध्यानचंद भी शामिल हुए। यहां उनका सम्मान किया गया। अशोक ने 40 साल पहले नेताजी सुभाष स्टेडियम में पोलैंड के साथ हुए एक मैत्री मैच में भारतीय टीम का प्रतिनिधित्व किया था।

इस मौके पर राज्य की 13 हॉकी की हस्तियों का भी सम्मान किया गया। इसमें अंतरराष्ट्रीय खिलाड़ियों के साथ वरिष्ठ खिलाड़ी शामिल हैं। इनके अलावा हॉकी इंडिया के एग्जेक्यूटिव डायरेक्टर आरके श्रीवास्तव, रोलेंट वाल्टर ऑल्टमन, टीम इंडिया के कोच टेरेंस आर्थर वाल्स, पूर्व ओलिंपिक गोल्ड मेडलिस्ट और टीम इंडिया के सहायक कोच एमके कौशिक, सहायक कोच जूड फिलिप्स सेबेस्टियन, तुषार खाण्डेकर व महेश कुमार को भी सम्मानित किया गया।

निकिन थिमैया ने लगाया पहला गोल

अंतरराष्ट्रीय स्टेडियम में पहला गोल करने का कारनामा इंडिया ए के फॉरवर्ड खिलाड़ी निकिन थिमैया ने किया। पहले क्वॉर्टर में कोई गोल नहीं होने के बाद दूसरे क्वॉर्टर के शुरुआती मिनट में ही 32 नंबर की जर्सी पहने निकिन थिमैया ने बेहतरीन गोल किया। इस शॉट के बाद नितिन ने लगातर अटैक किया, लेकिन बाद के अटैक को गोल में तब्दील करने में सफल नहीं हो सके। पूरा मैच एक घंटे का 4 क्वॉर्टर टाइम में खेल गया। टीम ए की तरफ से निकिन के अलावा धर्मवीर ने 2 और चिंग्लेसना ने एक गोल किया। टीम बी की तरफ से एक मात्र गोल मनदीप सिंह ने किया।
